There is no released public API or dashboard workflow to create billing groups, change their membership, or assign a shared payer. Existing group-aware quota reads are a limited implementation, not a complete billing-management feature.
Understand the existing read behavior
Subscription information includesprofessional_voice_slots_used and professional_voice_slots_used_in_workspace. When a billing group is already configured, the first count can include linked workspaces, while the second identifies the selected workspace’s portion. This does not establish shared credits or group-wide invoice management.
Prepare a group proposal
You need the workspace owners and an authorized billing contact.1
List proposed members
Record each workspace ID, owner, current subscription, and intended cost center. Specify who should approve additions and removals.
2
Define allocation rules
Separate the intended payer, usage attribution, quotas, and access rules. Being billed together must not be assumed to grant people access to another workspace.
3
Confirm the supported arrangement
Review consolidated billing and request confirmation through the Help Center. Keep implementation and commercial approval pending until both are established.

Do group-wide quota counts prove pooled credits?
Do group-wide quota counts prove pooled credits?
